When items are completed the normal action is to get the next item in their workflow list. Use batch fields to keep the user working similar items in a 'Batch'. When a Record's workflow is completed by a user, the system can load the next work item that has the same data as the current one. Typically you would use a Batch ID or a Department or similar. Add the list of fields to use for finding the next item.
